Strategic Direction
A priority of the Ministry of Children and Family Development is to provide quality services that support the health, safety and well-being of children, youth, their families and the community. The Ministry's Information Resource Management Plan is an important element of the Ministry's commitment to build an integrated system of programs and services for British Columbians.
The 2007/08 - 2009/10 Information Resource Management Plan has an increased emphasis on both collaboration and information management which will support the Ministry in improving front line client service. There is an increased emphasis on the government's Great Goal #3 which is to build the best system of support in Canada for persons with disabilities, those with special needs, children at risk, and seniors.
The Information Resource Management Plan includes: an increased emphasis on standards and best practices; a focus on improving the capacity of the Ministry to support new governance models; and, priorities that align the Information Systems Transformation Project with the broader government strategies of social sector integrated information management.
The Information Resource Management Plan consists of strategies that will assist the Ministry's service providers in providing comprehensive information to clients to prevent them from "falling through the cracks". The Provincial government is moving towards aggregating data within and across ministries to support information sharing, and integration that will enable better program evaluation, planning, management and resource aggregation. The Plan's framework addresses citizen-centred service delivery across the social sector. This will assist in getting the right information to the right people at the right time. The Information Resource Management Plan is focused on making client interactions with the Provincial government and the Ministry simpler, speedier, and more seamless.
Support of Government's Information Management/Information Technology Goals
The Ministry's Information Management/Information Technology focus is on Information Management strategy and implementation to improve the value of services and information for the benefit of Ministry clients within an environment of collaboration and sharing. The focus is also on containing and reducing Information Management/Information Technology costs across government by sharing common policies, business models, systems, and inter-operability through joint participation in cross-ministry projects within the social sector and beyond. The government's Goals will be supported by improving operational efficiency and decision-making primarily through the implementation of a new case management system integrated with contract management to get the right information to the right people at the right time.
Major Projects and Benefits
A major Information Management/Information Technology project of the Ministry is the collaborative Social Sector Integrated Information Management Project which includes the Ministry's Information Systems Transformation Project. The Information Systems Transformation Project includes a focus on information management to improve the value of information in client service delivery.
Also included is the Ministry of Children and Family Development's integrated case management initiative in collaboration with ministries of Employment and Income Assistance, and Community and Rural Development to improve client service delivery. Through integrating the Corporate Accounting Contract Management System, the Ministry will enable the connecting of clients, services, contracts and outcomes to provide improved program management and tactical supporting business information access for better client service.
The Ministry's Information Systems Transformation Project is aligned and integrated with important supporting projects including the registries and integration broker and business systems integration to support client centred service and information sharing.
Collaboration and Sharing
Under the Social Sector Information Integration Management Project, the Ministry is focused on collaboration and sharing to achieve successful results in five component work streams:
- Case Management - to provide a comprehensive, client-centred view to support front-line workers.
- Contract Management - to manage and measure outcomes and ensure value for money, and manage payment in line with government reporting and auditing requirements.
- Operational Information Sharing - real-time information sharing between programs at the front line level.
- Strategic Decision Support - information sharing to measure and manage at the program level and across the sector.
- Supporting Policy and Legislation - including identity management, privacy protection and security.
