Chuck EamerChuck Eamer
Assistant Deputy Minister, Child and Family Development Services

Chuck leads the team with 25 years experience working in child and family services. His career began with government in B.C. as a social worker. Since then, he has had a varied career as a team leader, Children’s Officer, member of the Transition Commission for Child and Youth Services, analyst at Provincial Office, Community Manager, Director of Operations and Regional Executive Director for the Vancouver Island Region. Chuck has worked throughout the province - in the Okanagan, on the Island, in the Kootenays and the Fraser Valley - and is now settled on Vancouver Island. During his years in the public service he has had particular involvement in developing Aboriginal services, working on information systems development and in the area of integrated practice. In November 2009, Chuck was appointed as the Assistant Deputy Minister of Child and Family Development Services (Vancouver Island) and in that role he has a provincial role in Quality Assurance Practice, responsibilities in Early Childhood Development, Child Care and prevention services across the province, and also serves as a member of the ministry executive.

Mark Armitage
Regional Executive Director

Mark attended the University of Victoria (School of Social Work) and the Justice Institute, and has more than 20 years experience working in a variety of capacities with the ministry, including eight years as a probation officer and family court counsellor. He has also worked as a youth justice consultant, youth services team leader, contract/resource and adoption manager and Community Services Manager, and most recently served as the Director of Operations for the Vancouver Island Region. In December 2009, Mark was appointed as the Regional Executive Director and in that role he is the administrative lead for the region and the key contact for community and stakeholder issues, and has responsibility to ensure business and organizational resources support effective practice in the delivery of services to children, youth, families and communities within the region.

Tom Weber
Executive Director of Practice

Tom joined the BC Public Service in 1997 as the Child Protection Manager for Upper Vancouver Island. Since that time he has, in succession, been the Regional Deputy Director of Child Welfare; the Regional Director of Child Welfare, and; the Regional Director, Integrated Practice. Recently, he was appointed as the Regional Executive Director of Practice for the Vancouver Island Region. In addition to his work in child welfare, Tom’s career beginning in 1981 includes working in the fields of child and youth mental health and palliative care. In December 2009, Tom was appointed as the region’s Executive Director of Practice and in that role he is responsible for the leadership and management of practice within the service delivery system and accountable for day-to-day practice in the region.
